Naseem Dhofar to spearhead Oman’s 125 MW Dhofar II Wind IPP

MUSCAT: Naseem Dhofar SAOC, a joint venture between Singapore-based Sembcorp Industries and OQ Alternative Energy (OQAE), is advancing the implementation of the 125-megawatt (MW) Dhofar II Wind Independent Power Project (IPP), supporting Oman’s drive to diversify its electricity generation mix and accelerate the transition towards renewable energy.


The special purpose vehicle, established by Sembcorp Utilities with a 75 per cent stake and OQAE, the clean energy arm of OQ Group, holding the remaining 25 per cent, will oversee the development of the wind farm near Fatkhait in the Wilayat of Shaleem and Al Hallaniyat Islands in Dhofar Governorate.


Estimated to cost around RO 43 million, the project will feature 20 wind turbine generators, each rated at 6.25 MW, distributed across a roughly 12-square-kilometre site within Petroleum Development Oman’s Block 6 concession area.


The development represents another significant step in harnessing Dhofar’s favourable wind resources to support Oman’s national energy transition objectives, including its ambition to generate approximately 30 per cent of electricity from renewable sources by 2030 and achieve net-zero emissions by 2050.


Importantly, Dhofar II will complement the existing 50 MW Dhofar I Wind Farm, reinforcing the governorate’s emergence as a strategic hub for utility-scale wind power generation.


Under a 20-year Power Purchase Agreement signed with Nama Power and Water Procurement Company (Nama PWP) in November 2025, the project will supply renewable electricity to the national grid.


China's Energy Engineering Corporation (CEEC), through its Shanxi Institute subsidiary, is undertaking the engineering, procurement and construction (EPC) contract for the 125 MW Dhofar II Wind IPP. The EPC scope encompasses the wind farm, a 400 kV step-up substation and approximately 3.7 kilometres of transmission infrastructure. Construction officially commenced in June 2026, with commercial operations targeted for the third quarter of 2027.


According to the project’s environmental and social impact assessment documentation, the wind farm will incorporate approximately 18 kilometres of 33-kilovolt overhead collection lines connecting the turbines to a dedicated 33/400 kV substation.


Electricity will subsequently be evacuated through a high-voltage transmission connection to the Oman Electricity Transmission Company (OETC) network.


Beyond contributing additional clean generation capacity, Dhofar II will help reduce dependence on natural gas for electricity production, potentially freeing up gas resources for higher-value industrial applications and supporting the decarbonisation of Oman’s power sector.
